Elmi de Koning is a manager in the HSRC's Office of the Deputy Chief Executive Officer for Research and responsible for the HSRC's institutional performance management and reporting. She holds an honours degree in accounting from the University of South Africa (2012) and is a registered member of the South African Institute of Professional Accountants as PA(SA).

De Koning was formerly a senior programme manager with the HSRC's then Education and Skills Development Programme, a position which she held from 2012 until 2020. During this time, her duties included the financial management of several large-scale research projects including the Labour Market Intelligence Partnership project (2012-2018), the Trends in International Mathematics and Science Study (2012-2020), and the Teacher Assessment Resources for Monitoring and Improving Instruction project (2012-2020) amongst others. Prior to this, she was a senior accountant in the HSRC's finance department where she was responsible for the accounts payable, accounts receivable and cashbook functions of the HSRC (2010-2012).
